Friends in high places?

The Senate has confirmed the Reagan Administration appointment of Otis G. Bowen, M.D., as secretary of the U.S. Department of Health and Human Services. Dr. Bowen is the first physician to head the powerful agency, which boasts the world's third largest budget and oversees the major maternal and child health programs.

Having served as governor of Indiana from 1973-81, "Doc" Bowen is viewed by many as a capable administrator who possesses a clear understanding of the nation's health needs.
