Regulations proposed by the U.S. Department of Health and Human Services to implement the Baby Doe amendment to federal child abuse prevention legislation "suggest a 'cookbook' approach to medicine that undermines reasonable medical judgment and was clearly rejected by the framers of the legislation," said the Academy in comments filed February 8 with HHS. Of most concern to the Academy were the definitions of "withholding of medically indicated treatment" included by HHS in the proposed rules.
