Political power is evenly divided in Florida. Some state officials and pediatricians say a bit too even, and they claim party divisions are crippling the state's chances of providing health care to more than 1 million uninsured residents.

With 20 Democrats and 20 Republicans in the state Senate, Democratic Gov. Lawton Chiles' health care reform attempts have been blocked in regular and special sessions.
