The mandatory testing provision was the subject of an amendment offered by Rep. Tom Coburn (R-Okla.), who also is a physician. The Coburn amendment passed on Sept. 18 as part of the "Ryan White CARE Act" (H.R. 1872, formerly S. 641), which provides grants to cities and states for the treatment and support of AIDS victims.
