The television industry rang in the new year by implementing its age-based rating system amidst criticism from the Academy and other child advocacy groups that the system doesn't provide enough information to parents. The rating system had to be created to work in conjunction with the v-chip "v" for violence that can block programming. The Telecommunications Act, signed into law last February, requires that new TV sets be equipped with v-chips beginning in 1998. In order for the chip to work, programs must be encoded with a rating.
