Many laudable and long-needed provisions addressing the portability of health insurance coverage came into law January 1 with the enactment of the Health Insurance Portability and Accountability Act (HIPAA). Also known as the Kennedy-Kassebaum bill, its most notable provisions prohibit most pre-existing condition clauses, guarantee the availability of health insurance coverage for many classes of people, and establish a demonstration project for medical savings accounts.
