Although 1988 Consent Decrees between all-terrain vehicle (ATV) manufacturers and the Consumer Product Safety Commission (CPSC) have brought a 30 percent drop in injury and death for all age groups, the decrees have had little effect on children younger than 16, according to a Pittsburgh study. Researchers studied their institution's trauma registry data for January 1991 to December 1995 to determine whether the Consent Decrees, supported by the Academy, have lowered or changed the mechanism of ATV injuries.
