New Medicare billing regulations for teaching physicians, in effect since July 1996, have had a major, often negative, impact pediatric training programs across the country. Why is this so, when pediatricians care for so few Medicare patients? The answer is surprising and related to the complex funding and political conditions that affect medical education in our country.
