Nancy Clark, a single woman in her 30s, wanted a child. When she queried her state division of youth and family services, she discovered that the wait for an American baby was 15 years and remarked, "I would be 50 years old by then!" Mary and Joe Dixon, a married couple ready to start a family, also decided to adopt, but hesitated to do so in the United States. "We just didn't want to take a chance that a birth mother would change her mind," Mary said.
