The National Center on Child Abuse and Neglect (NCCAN) has "fallen far short of its expectations and potential," but is a necessary agency because it focuses federal attention on the issue of child abuse and neglect, an Academy spokesman recently told a Congressional subcommittee. "On the positive side, there is no question that compared with the years prior to 1973, there is certainly more of a federal effort on child abuse and neglect than before the center was established," Richard Krugman, M.D., testified last month before a subcommittee of the House Committee on Government Operations.
