What is the Health Policy Agenda for the American People? Who decided what principles should be used? What is in it for children? How did it come about? These questions seemed to be encompassed in the complaint of one benefits manager from a large Fortune 500 company who was upset about the continued rise in medical care costs. His opinion is that business would love to get out of the attempt to control medical costs and turn it over to the doctors because businessmen can't make real headway with "that crazy medical industry." In that crazy marketplace, it is difficult, indeed, to get a handle on costs or anything else.
