Otis R. Bowen, M.D., secretary of the U.S. Department of Health and Human Services (left), welcomes AAP President Martin H. Smith, M.D., to a gathering of national leaders of organizations which serve the developmentally disabled. The meeting, held Aug. 11 in Washington, D.C., was designed to provide leaders with the opportunity to meet Dr. Bowen and to exchange views on how to best serve their constituents.
