The Senate voted to eliminate the nation's basic cash welfare system, known as Aid to Families with Dependent Children (AFDC). If enacted, the legislation would dramatically transform the nation's welfare system, ending the 60-year-old federal guarantee of aid for poor families. The Senate bill would turn responsibility for the program over to the states in the form of block grants. These lump-sum payments of federal funds to states would replace the AFDC program. Currently, AFDC is a $23 billion federal-state program that serves about 14.5 million people nationwide, including one in seven children.
